Is Lady Gaga just pulling a "Madonna"?

Madonna knew early on in the 80's that using sex and bizarre outfits got her publicity (money). I see the same thing with Gaga. "How WEIRD can I look? " Making people's jaws drop translates into money, money, money. Gaga has a beautiful voice (or so I'm told)....why not just use it and drop the crazy antics?
